I’m not sure of the meaning or is dumb a typo for dump and if it is – do you mean dump all the bail out money? And how would he do that?
…and why do you think they’re not clear on how to correct the mortgage thing or are they being purposefully oblivious? Why isn’t this something they would want to do to stop the onslaught of phone/e-mail/etc…they’re obviously receiving from the public?
