It is my belief that the white neighbors allowed the couple to float that balloon to see if they too could get away with the same behavior. I do not think for one moment that a person acts that aberrant from the social mores of their peer group.

Some are avant garde, if you will, so as to make a name or impress their peers. But they have to have some indication that the risk is worth the effort. Sure now the neighbors will disclaim them. But they fully participated in that float.
