Just so you know In order to comply with the court order by the District Court of Guam, the Guam Election Commission has issued a release relative to compliance. 

Pursuant to the Uniformed and Overseas Citizens Absentee Voting Act, voters may submit a request to the GEC to receive their 2010 General Election federal ballot by e-mail.   

A request can be made by e-mailing an absentee ballot application to the GEC to director@gec.guam.gov or via fax at 477-1895.

That should help a lot.
