So…the latest: The Super Committee failed…no surprise there.  Loved Obama’s answer to Congress trying to get out of deficit deal, to undo the automatic cuts that go into affect in 2013. His answer? He simply said “NO”.

And…Obama signed the Veteran’s Job Bill. Kudos!

Obama Jobs Bill: President Signs Bill To Help Unemployed Veterans

WASHINGTON — Heralding a rare moment of bipartisan agreement, President Barack Obama signed into law Monday legislation aimed at helping unemployed veterans find work while putting more cash in the hands of companies with government contracts.

The legislation, which creates tax breaks for companies that hire jobless veterans, marks the first proposal from Obama’s $447 billion jobs bill to be signed into law. The rest of the package of new taxes and spending has largely failed to garner support from Republican lawmakers.

“Because Democrats and Republicans came together, I’m proud to sign those proposals into law,” Obama said during a signing ceremony Monday.

Looming over the brief moment of unity, however, was the apparent failure of lawmakers from both parties to agree on $1.2 trillion in spending cuts ahead of a Wednesday deadline by a special committee. While Obama didn’t directly address the looming deadline, he said the American people deserve bold, bipartisan action.

“My message to every member of Congress is keep going. Keep working. Keep finding more ways to put partisanship aside and put more Americans back to work,” he said.

The veterans’ legislation had overwhelming support from both parties, with the House passing the measure 422-0 and the Senate approving it 95-0. In addition to the tax breaks for businesses, it also beefs up job-training and counseling programs for unemployed veterans.

The legislation also repeals a 2006 law that would have required the federal, state and local governments to withhold 3 percent of their payments to nearly all contractors. That statute, which doesn’t take effect until 2013, was supposed to pressure contractors to pay their taxes in full, but lawmakers now say the law would deny cash to companies that need it to hire more workers.

Senate Minority Leader Mitch McConnell, R-Ky., said passage of the bill showed that it is possible for both parties to reach a consensus.

“By focusing on areas of agreement – rather than partisan stimulus bills – we can pass legislation to help foster job growth. Neither of these measures alone is going to solve the jobs crisis, but they’ll provide relief to job creators and help American veterans,” McConnell said.

McConnell praised Obama for inviting Republican Sen. Scott Brown of Massachusetts to attend the ceremony. It was Brown who had introduced the 3 percent withholding bill.

Brown was joined on stage with the president by two other GOP lawmakers – Florida Rep. Jeff Miller and Tennessee Rep. Diane Black – as well as a handful of Democrats.

The tax credits for hiring veterans will cost the government an estimated $95 million – a tiny fraction of Obama’s overall jobs plan. The credits would be as much as $9,600 for companies hiring disabled vets who have looked for work for more than half a year. The size of the credit would be based on the worker’s salary and how long the worker was unemployed.

The programs would be financed mostly by extending a fee the Veterans Affairs Department charges to back mortgages.

Erasing the withholding requirement for contractors would reduce federal revenues by an estimated $11.2 billion over the coming decade. It would be paid for by making it harder for some elderly people to qualify for Medicaid by changing the formula used to determine their eligibility.

Many economists have said annulling the withholding law would have a minimal impact on hiring.

I’m not talking to you per se, and I’m not talking for OTWs, but from what has been said here by OTWs, I doubt the OTWs are going to give much help to this cause when the whites haven’t helped them in their causes. Some, like Cynthia, are smiling saying, “What goes around, comes around”. Can’t blame ‘em.

Barbara: I realize this pepper spray is nothing compared to thousands of pounds of water pressure and broken bones. However new news to me, I just got an e-mail from Change.org and this was what was reported:

“When students covered their eyes with their clothing, police forced open their mouths and pepper-sprayed down their throats,” Brown said. “Several of these students were hospitalized.”

But in my opinion, it shouldn’t have happened then and it shouldn’t happen now. This cowardice police brutality needs to change. Click here to sign the petition.

    ARE WOMEN GETTING BREAST CANCER YOUNGER?

    If you’re a woman and carry a mutation in your BRCA1 or BRCA2 gene, you probably already know that you’re more likely to develop breast or ovarian cancer than women who don’t carry such a genetic mutation.

    But what you probably didn’t know is that if you have either one of those mutations and your mom or aunt had breast or ovarian cancer, then there’s a good chance that you could be diagnosed with cancer nearly eight years earlier than your mom or aunt was, according to a recent study from The University of Texas MD Anderson Cancer Center in Houston.

    This research adds to the small but growing body of reports about this trend.

    I called the lead study author, Banu K. Arun, MD, associate professor of breast medical oncology and clinical cancer prevention and codirector of the Clinical Cancer Genetics program at the university, to talk about the results and what they might mean for my readers.

    Dr. Arun and her colleagues analyzed 132 women with breast cancer who tested positive for either a BRCA1 or BRCA2 mutation between 2003 and 2009 — these women served as the “younger” generation in the study.

    (Dr. Arun decided to look at only women in the younger generation who had breast cancer, not ovarian cancer, because she works in the breast department at the university.)

    Of these women with both breast cancer and a BRCA mutation, 106 had aunts or mothers who had had either breast or ovarian cancer, so their aunts and mothers made up the “older” generation in the study.

    By analyzing the ages of cancer diagnosis among the families in both generations, Dr. Arun and her team found that the median age of the cancer diagnosis was 7.9 years earlier for women in the younger generation.

    WHY THE SHIFT?

    This type of news is disappointing, especially now, when we think we have made great strides in preventing cancer — or at least in delaying it. I asked Dr. Arun to tell me what is going on.

    Several relatively recent trends may have helped lead to earlier BRCA-related cancer diagnoses in younger women, said Dr. Arun, including…

    An increase in BRCA mutation awareness, plus an increase in the availability of genetic tests (both of which may have led to an increase in genetic testing).

    Improvements in imaging techniques (which has likely led to getting more accurate diagnoses).

    More environmental influences, such as taking estrogen replacement hormone therapy or exposure to estrogen-like substances in the environment (which some studies have associated with an increased risk for breast cancer).

    Another reason that BRCA-related cancer diagnoses are happening earlier in some women’s lives, she said, may have something to do with what epidemiologists call anticipation.

    It’s an unfortunate phenomenon in some inherited diseases in which DNA instability causes an illness to strike at a younger age and/or with increased severity in subsequent generations. (This happens with Huntington’s disease, for example.)

    In other words, these findings are not necessarily dire. They could mean that women are developing the disease at younger ages or that they’re simply discovering it sooner — or both.

    Since all of those reasons listed above probably play a role, said Dr. Arun, the study’s findings are likely due to a mixture of factors.

    One limitation of the study is that the researchers assumed that the older generation’s breast or ovarian cancer was caused by a BRCA1 or BRCA2 mutation — but there was no way to know for sure (because in some cases, the aunts and moms had already passed away and, in other cases, they never took genetic tests).

    So the younger generation’s cancer may have been hereditary or those women may have been the first generation in their families with the mutation.

    KNOW YOUR RISK

    For women who have a BRCA mutation and are therefore at high risk for both breast and ovarian cancer, the question is: How soon and how frequently should you get screened?

    How soon to start. The American Cancer Society (ACS) recommends that high-risk women begin getting screened for both types of cancer at age 30, but they caution that it’s a good idea to discuss the best age with your doctor —

    because if your mom or aunt got either disease at a young age, you may want to start getting screened earlier.

    How often to go. The ACS recommends that high-risk women get yearly breast screenings that should include a magnetic resonance imaging (MRI) scan, a mammogram and a clinical breast exam (where a doctor examines your breasts).

    A pelvic exam done by your doctor during your annual gynecological exam is usually the best way to get screened for ovarian cancer –

    your doctor might also want to give you a CA-125 blood test, which checks for the level of a certain protein found on the surface of ovarian cancer cells.

    In spite of the questions this study raises, it is clear on one point — those at high risk for breast cancer must be aggressive in their screening and do all that they can to reduce environmental and lifestyle risk factors for the disease.

    Thats sorta like a white boy filing a civil right’s claim against and American Indian tribe because they only allow Indians on their “reservation” to vote on tribal issues.

    Guam – A class action lawsuit was filed in Guam District Court Tuesday alleging that the Guam Election Commission has “illegally and unconstitutionally” refused to allow Guam voters who do not meet the definition of “native inhabitant” to register for the referendum on Guam’s future political status with the United States.

    The suit alleges “discrimination in voting in violation” of the 1965 Voting Rights Act and other civil rights laws.

    The lawsuit was filed here on Guam by Mun Su Park, a Korean American who practices law out of an office in Tamuning.

    But the complaint was prepared by Washington D.C. attorneys Michael Roseman of the Center for Individual Rights and Christian Adams of the Election Law Center.

    Adams is a former U.S. Justice Department Attorney in the Bush Administration who recently authored a book entitled “Injustice: Exposing the Racial Agenda of the Obama Justice Department.”

    Their lawsuit is filed on behalf of Guam resident Dave Davis, and all other island residents, who are not eligible to register to vote in the political status plebiscite. Davis is a retired U.S. Air Force officer who has lived on Guam since 1977.

    Davis took his complaint to the U.S. Justice Department first, but received no response, leading him to contact the Election Law Center and the Center for Individual Rights.

    The lawsuit asks the Federal Court to stop the Election Commission from using the Decolonization Registry and rely solely on the general voter registry for Guam in determining who is eligible to vote in the plebiscite.

    It is important to note that the plebiscite is not binding and would be merely an expression of preferences on the island’s political status, which the Federal Government could take into consideration, or ignore.

    Senator Ben Pangelinan, whose Office has been registering eligible voters for the political status plebiscite, pointed out that the Department of Justice choose not to act on Davis’ complaint.

    He called on U.S. Attorney Lenny Rapadas to defend the law that permits the plebiscite and allows the Decolonization Registry to collect signatures from qualified voters.

    Senator Pangelinan also argues that the plebiscite is not race based, but permits all persons, or what ever racial background, to participate in the plebiscite on political status, so long as they can trace their ancestry on Guam back to 1950.

    The attorney for the Guam Election Commission, Jeff Cook, told PNC News that he has not had a chance to review the lawsuit yet and he declined comment, at this time.

    Washington, DC – The Center for Individual Rights [CIR] filed suit Tuesday against Guam, the Guam Election Commission and seven named Guam officials for discrimination on the basis of race and ethnic heritage under Guamanian laws that prohibit individuals who are not “native inhabitants of Guam” from voting on a plebiscite concerning Guam’s future relationship to the United States.

    As “native inhabitant” is defined by law, almost all of the individuals who are permitted to register and vote in the plebiscite are members of the Chamorro racial group.

    “Chamorro” is a racial designation that refers to groups of native peoples that inhabited Guam prior to the influx of people from Western Europe, the United States, and other Asian and Pacific Island countries.

    The term “native inhabitant” excludes most Caucasian, black, Korean, Chinese, and Filipino citizens of the United States living on Guam.

    Currently, the Chamorro racial designation refers to about thirty six percent of the population of Guam.

    The Defendant Guam Election Commission has illegally and unconstitutionally refused to allow registered voters who do not meet the definition of “native inhabitant” to register for the plebiscite and refused non-Chamorros the opportunity to vote in this crucial election concerning the future of Guam solely on the basis of their race and ethnic origin.

    CIR is representing Arnold Davis in this suit, a white non-Chamorro and long-time resident of Guam who believes that all residents of Guam who otherwise meet the requirements to vote should be provided an equal opportunity to participate in the plebiscite regardless of race or ethnic heritage.

    Davis is a retired U.S. Air Force officer who has resided on Guam since 1977. He is a United States citizen, a resident of Guam, and a registered voter who has voted in the past in many Guam general elections.

    When he applied to register for the plebiscite, he was not permitted to do so because he does not meet the definition of “Native Inhabitant of Guam.”

    In holding a “Chamorro-only” election (or any racially discriminatory election), Guam and its officials are acting in plain violation of the U.S. Constitution, the Voting Rights Act of 1965, the 1950 Organic Act of Guam, and other federal and Guamanian laws that prohibit discrimination on the basis of race or ethnic heritage.

    The suit seeks to enjoin the further illegal use of racial or ethnic restrictions on who may vote in the plebiscite.

    Though Davis apprised the U.S. Department of Justice in 2009 that Guam’s discriminatory voting laws facially violate the Voting Rights Act of 1965 (among other statutes), the Department declined to investigate.

    The Department did not explain its refusal to enforce federal law in Guam, and Davis was forced to file today’s suit in order to protect his right to vote on the same terms as all other citizens of Guam, regardless of race.

    Davis commented, “There’s nothing subtle or indirect or even at all ambiguous about the plebiscite law. It seeks to empower fewer than forty percent of our population to make a profoundly important political decision on a public matter that’s properly and constitutionally a right of all the people.”

    Christian Adams, a former attorney in the Voting Rights Section of the Department of Justice, has agreed to serve as lead counsel in the case.

    Adams has participated in the successful litigation of numerous voting rights violations during his five year career at the Justice Department.

    Adams commented, “all United States citizens are protected by the Voting Rights Act and the guarantees of racial fairness in the 15th Amendment to the Constitution.

    Nobody should be subjected to racial discrimination in voting no matter who is doing the discriminating, or why.”

    CIR President Terence Pell added, “The fact that Guam’s flagrant racial discrimination continues to take place under the nose of the U.S. Department of Justice is difficult to square with the Constitution, which is very clear that all U.S. citizens are entitled to equal enforcement of the law regardless of race. That includes all the citizens of Guam too.”

    Megyn Kelly and Bill O’Reilly discussed the shocking pepper-spray incident that rocked the UC Davis campus on Monday’s “O’Reilly Factor.”

    Kelly called the pepper spray “a food product, essentially,” but both wondered whether the particular mix the campus police used to repeatedly spray student protesters had been diluted. “A lot of experts are looking at that and saying, is this the real deal?” Kelly said, though she added that the spray was “obviously abrasive and intrusive.”

    She then said that it was not clear that the police had overstepped their boundaries, since they were trying to disperse a crowd practicing civil disobedience.

    “I know that the tape looks bad,” she said. “I agree it looks bad. All I’m saying is from a legal standpoint, I don’t know that the cops did anything wrong.”

    O’Reilly was a tad less nuanced in his comments. “I don’t think we have the right to Monday-morning quarterback the police,” he said.

    The courts have already said that that kind of conduct by those police officer is abusive behavior.

    Pepper spray should be used only when the action of person is provacativ­e and out of control causing a threat to the officers or the civilians in the vicinity.

    You can disagree with the cause or the message but people speaking their minds openly in our society through civil disobedien­ce is as American as it gets.

    Newt’s comment that protesters should first take a bath and then get a job is particular­ly noxious.

    You can agree or disagree with Occupy Wall Street protestors­, but these folks are exercising their basic rights as Americans and we should all respect that.

    I will try to answer your questions from the 20th. I am not the one and only true expert on all things alien — although I appreciate the compliment Scott. There are others, Alien and human — who comment on MM blog who can answer many questions as well as I can. I just try to explain things so that anyone interested can understand what is really going on in simple English.

    Doug’s comment about the need for domestic troops inside our borders is not due to threats from aliens.

    I am happy to answer you. You work in a very beautiful hotel near the Toyoma Castle.

    I met Carr as a human and we became friends just as any two humans do. After we established a friendship and trust he began to show me his powers a little bit at a time so that I never feared the things that he could do. We have spent many hours laughing at jokes together as humans do. He has other human relationships just as you and I do.

    There was a time when I did not fully understand what he really is. For many years I just thought he was an Alien with miraculous powers but I never feared him. Now I know that I am friends with a God.

    It was very easy to do. It became normal for him to appear out of thin air and visit me at work late at night or at home. Such things became normal to me as time passed. I had no fear of him. He has always been my good friend and helped me with advice only a supreme being can give.

    Many people ask me just as you have: “why did he choose me to befriend out of the billions of humans on this planet?” I have asked him this question myself in the past and the answer I received was “why not me?” I have qualities that are as good as any other human and some that are unique to me which he likes, so why not me? It is that simple.

    We just became friends and I always have his ear to listen to me. I hope we will continue to be friends for a long time.
