HARTFORD, Conn., April 8 (Reuters) – President Barack Obama urged Americans on Monday to pressure a reluctant Congress to pass new gun control legislation – one of his top domestic policy priorities – as he traveled to Connecticut, where December’s school massacre took place.

Initial momentum for tougher U.S. gun control laws sought by Obama after the Dec. 14 shootings in Newtown has stalled in Congress in the face of fierce lobbying by gun rights groups like the National Rifle Association.

Obama, speaking at the University of Hartford, said that date changed everything for families of the 20 children and six adults killed at Sandy Hook elementary school.

“I know many of you in Newtown wondered if the rest of us would live up to the promises we made in those dark days … once the television trucks left, once the candles flickered out, once the teddy bears were gathered up,” Obama was to say in prepared remarks. “We will not walk away from the promise we’ve made.”

No major gun legislation has passed the U.S. Congress since 1994 and the current White House guns push is in trouble.

“The policy window is either really close to closed, or closed entirely,” said John Hudak, an expert at the Brookings Institution think tank. “In honesty, this is really a last-ditch effort by the White House.”

Obama is hoping to build support among lawmakers for several gun control measures, including universal background checks for gun buyers. The Senate is expected to take up gun control legislation as early as this week.

The president has invited 11 parents of children killed in Newtown to fly back to Washington with him aboard Air Force One after his speech. The parents are set to lobby Congress this week for gun control measures, although it may be too late to rescue major legislation sought by Obama.

Some of Obama’s proposals – reinstating a U.S. ban on assault weapons and cracking down on high-capacity ammunition clips – already appear to have little chance of passing the Democratic-led Senate, let alone the Republican-controlled House of Representatives.

BACKGROUND CHECKS

Obama is hoping to salvage the proposal for background checks on all gun buyers to try to ensure that criminals and others prohibited from buying firearms cannot get them. There are not yet enough votes in the Senate for expanded background checks as Democrats seek Republican votes.

“Congress is only going to act on them if they hear from you – the American people,” Obama will say in his address.

Around a dozen Republican senators led by Rand Paul of Kentucky have threatened to use procedural tactics to try to prevent any votes on the gun measures.

“You deserve better,” Obama will say. “You deserve a vote.”

Last week, Obama gave a speech in Denver trying to rally support for gun control, touting a new state law in Colorado – scene of two of the deadliest gun massacres in American history – as “a model of what’s possible.”

The president’s speech on Monday will be followed up by a White House event on Tuesday with Vice President Joe Biden and law enforcement officials. Biden also is due to speak about gun control on Thursday on the MSNBC cable TV network.

    N. Korea threatens to hit US bases in Japan, Guam
    SEOUL North Korea on Thursday threatened strikes on US military bases in Japan and Guam, escalating tensions as suspicion deepened that Pyongyang was behind a cyber attack on South Korean broadcasters and banks.

    The tone of the strike threat, attributed to a spokesman for the army’s supreme command, blended with the torrent of warlike rhetoric from Pyongyang in recent weeks, but stood out for its precise naming of targets.

    Military tensions on the Korean peninsula are at their highest since 2010, with Pyongyang irate at the use of nuclear-capable US B-52 bombers and nuclear-powered submarines in joint military drills with South Korea.

    “The US should not forget that the Andersen base on Guam where B-52s take off and naval bases on the Japan mainland and Okinawa where nuclear-powered submarines are launched, are all within the range of our precision target assets,” the army spokesman said.

    North Korea has successfully tested medium-range missiles that can reach Japan, but has no proven long-range missile capability that would allow it to hit targets on the US mainland or Guam — more than 2,000 miles away.

    Nevertheless, US Defence Secretary Chuck Hagel announced last week that Washington had decided to bolster missile defences along the US west coast so as to “stay ahead of the threat” from the North Korean regime.

    North Korean leader Kim Jong-un had issued a more general threat to destroy US bases “in the operational theatre of the Pacific” on Wednesday, as he directed a drone strike exercise.

    Still photographs broadcast on state television seemed to show what looked like a rudimentary drone being flown into a mountainside target and exploding.

    In Seoul, analysts said the latest threat to US bases was another attention-grabbing move.

    “This is just more bluster,” said Baek Seung-joo, who heads the North Korea Research Team at the Korea Institute for Defence Analyses. “It really seems aimed at shifting responsibility for the current tensions to the US and South Korea conducting their joint military exercises,” Baek said.

    The response from Tokyo was measured, with a foreign ministry official voicing regret at the North’s “provocative action.”

    In a further sign of current tensions, North Korea issued an air raid warning and put its military on alert Thursday, South Korea’s Unification Ministry said.

    The public air raid alert was issued through state radio, a ministry spokeswoman said. “We assume its an air defence drill,” another government official said.

    In South Korea, government agencies were trying to confirm who was behind a concerted cyber attack the day before on three TV broadcasters and three banks that crippled their computer networks.

    The regulatory Korea Communications Commission said it had sourced the attack to an IP address in China, fuelling suspicions that North Korea may have been responsible.

    Previous cyber attacks blamed on North Korea have also been tracked to Chinese sources, and security analysts in South Korea believe the North sends hackers to China to hone their skills and operate from there.

    With the news that the US is positioning a huge nuclear missile shield on the island of Guam, in the light of warmongering threats from North Korea, the big question is just where and what is Guam?
    For most people Guam is just a name; it could just as well be a fictional place.

    Some clues may be in the press that it’s somewhere in the Pacific and that it’s an island. Seems to be a US military base too. Do real people live there? And how do they make their living? So many questions!

    The Pentagon says the proposed nuclear missile shield will be ready within weeks, adding to warships that were sent to the area earlier. So we can imply from this that the US military infrastructure on Guam must be already well developed.

    North Korea announced that Guam, along with Hawaii and mainland US, would be one of the locations targetted for nuclear attack. Clearly Pyongyang views Guam as an American outpost so why do we know so little about the place? Lets try and put that right.

    Is North Korea correct in identifying Guam as a US territory? Well it’s almost as good as but not quite. Guam is officially designated as an organized, unincorporated territory of the United States in the western Pacific Ocean. And what I hear you ask does this actually mean?

    A quick shifty through Wikipedia reveals that an unicorporated territory of the United States is is a legal term in United States law denoting an area controlled by the government of the United States, but which is not a part of the United States proper.

    The citizens of Guam, as an unincorporated territory of the US, are entitled the enjoyment of all the rights, advantages, and immunities of citizens of the United States. This of course includes the right to be threatened by nuclear attack by the enemies of the US and so also the right right to protected from such an attack.

    North Korea see the US military presence on Guam as a threat in itself, not from the ordinary Guam folks but a direct threat from the US. Thats why they have announced Guam as what they portray as a legitimate target for, what at the moment seems rhetorical, nuclear attack.

    Setting aside the American military base, the main income for Guam is tourism. One would imagine that the current situation in the area will not be doing much for that idustry at the moment.

    Perhaps I’m wrong and there’s a dollar or two to made made from nuclear tourism aside of an influx of US servicemen and women on the back of the current crisis.

    Let’s explore Guam a little further. Move beyond viewing it as just some US military outpost in the Western Pacific.

    Guam, like everywhere, has a long history. It was first populated around 4,000 years ago by its now idigenous people, the Chamorros. The capital of Guam is Hagåtña. Guam, as the largest island in Micronesia its strategic position was recognised by early European explorers such as Magellan who came across it during his Spanish expedition of 1521.

    Spain developed it as a colony in 1668 and it became an important stopover and base for Spannish galleons, so setting the pattern that down the years sees its use now as a US military and naval base.

    The US took control of Guam in 1898, as a result of winning the Spanish-American War. The US got formal control as part of the Treaty of Paris. That’s not the end of it though as just hours after bombing Pearl Harbour the Japanese captured Guam on December 8 1941.

    The Japanese occupied Guam for two and a half years. The Japanese made the local people adopt Japanese culture and enforced this with a regime that included torture, beheadings and rape. The island was liberated by the US in 1944 after fierce fighting.

    Ironically the Japanese are now the biggest income generators for the island’s ecconomy as they are by far and away the biggest tourist group to visit the island. After Japanese tourism income from the US military provides Guam’s second bigest income.

    There we have it. Guam, since being ‘discovered’ by Magellan in 1521 and subsequently being collanised by the Spanish has been a constant pawn in one political and actual war or another in the struggle for a strategic foothold control base in the Pacific.

    And so it continues right up to this very second and I’m sure beyond as North Korea threatens to destroy it with nuclear missiles and the US moves to once again protect the island and more importantly its own and other world interests with a missile shield and destroyer ships such as the USS John McCain.

    As it was so shall it be!

    Skip the Fast Before a Cholesterol Test?

    If you’ve ever had a cholesterol test scheduled for midday or afternoon, then you know what a pain it can be to have to fast for the usual eight hours beforehand—because in reality, you probably won’t have eaten since the previous night’s dinner—a lot longer than eight hours.

    Fasting doesn’t bother some people—lucky them. But lots of us find it very difficult. I, for example, don’t only get hungry. I also tend to get a headache and feel dizzy when I don’t eat for much longer than four hours—which makes the eight-hour cholesterol-test fast a bear!

    So I’m happy to tell you today that this ironclad fasting rule—which was thought to ensure more reliability in cholesterol test results because eating could make your results spike higher or lower, depending on what you ate—might not be essential.

    And in fact, as I learned recently from Christopher Naugler, MD, of the University of Calgary in Canada, what you eat before a cholesterol test may not matter much at all. Here’s why…

    LOOKING FOR A MORE EFFICIENT TEST
    In addition to his work as a professor, Dr. Naugler is zone clinical section chief of general pathology for Calgary Laboratory Services, which processes an average of 36,000 cholesterol tests each month.

    With such a large volume of work, “we were looking for ways to avoid turning away nonfasting patients,” Dr. Naugler explained—nonfasting patients create more work for everyone (including themselves) because their appointments need to be rescheduled.

    As there were already several small studies suggesting that fasting had only a modest effect on cholesterol levels, researchers at the lab decided to simply begin processing cholesterol tests for all of its patients, regardless of whether patients had remembered to fast or not. (In case this sounds reckless to you, don’t worry.

    The cholesterol results, as well as the number of hours the patient fasted, were both reported back to the patient’s physician, who could then decide whether the result was acceptable or whether the patient needed to return for a repeat test.) “After six months, we had more than 200,000 cholesterol panels, which is a large amount of data,” said Dr.
    Naugler.

    So Dr. Naugler and his team decided to analyze those tests to see whether fasting did indeed impact the results of cholesterol tests.

    This was what’s called an observational study, so the researchers did not directly compare, say, two patients of the same gender and age who had similar risk factors for high cholesterol and then ask one to fast and ask the other not to fast. (Hopefully future studies will.)

    Instead, these researchers compared groups of thousands of individuals (ones who fasted versus ones who didn’t) and then controlled for age and gender. They were curious to see what the broad, overall trends suggested.

    Dr. Naugler’s analysis found that levels of HDL cholesterol and total cholesterol stayed relatively stable, varying only about 2%, depending on whether patients had or had not fasted. Levels of LDL cholesterol varied by less than 10% and triglycerides (blood fats) by less than 20%.

    “The levels that varied the least—HDL and total cholesterol—are the ones that matter the most in terms of estimating risk for cardiovascular problems,” said Dr. Naugler.

    “The algorithms commonly used for assessing cardiovascular disease risk (the Framingham Coronary Heart Disease Risk Score and the Reynolds Risk Score) use only HDL and total cholesterol levels (not triglyceride or LDL levels).”

    Now, you might be thinking, But isn’t a variation of 10% and 20% kind of a big difference? Dr. Naugler didn’t argue that those variations aren’t significant—his point is simply that those variations, no matter how big or small, are not as meaningful when it comes to assessing a patient’s risk for cardiovascular disease.

    “This confirmed similar results that had been reported previously, but ours was the first large-scale North American study to report this finding,” Dr. Naugler said.

    “We suggest that there is now sufficient evidence that most routine cholesterol screening tests can be performed without fasting. This is more convenient for patients and would also benefit labs by transferring some of the morning demand for tests to later in the day.”

    A FASTING-FREE FUTURE?
    Ask your doctor whether fasting is necessary before your next cholesterol test. If your doctor allows you to skip the fast, use common sense and avoid eating high-fat foods in the day or two before the screening, advised Dr. Naugler, since those types of foods are likely to cause cholesterol to spike the most.

    But don’t be surprised if your doctor still asks you to fast before your next cholesterol test (especially if he’s ordering other blood work that does require fasting, such as a blood sugar test). “Time will tell,” said Dr. Naugler when asked whether his research is likely to shift any of the official recommendations about cholesterol-screening protocols.
