…And the bad news.
Good morning!
Social Butterfly: Nice to hear from you! Thanks for the update on Monsanto. And I too am so grateful that Sen. Merkley did fight the good fight, as well as all the others who helped him avert the extension. I am not sure I found the write you were talking about but I did find this one on the Huff Po: ‘Monsanto Protection Act’ To Expire, Won’t Be Part Of Continuing Resolution,’ that pretty much says the same thing. This is good news.
What I did find is a write from a few weeks ago. I am posting it as a reminder to everyone of the true horror that would have been, should the bill have gotten extended. The title seems to be confusing but non the less the horrors are very real. It is also a reminder that we need to stay on top of these kind of things or they could possibly get quietly snuck in by being attached to other measures.

Called “The Monsanto Protection Act” by opponents, the budget rider shields biotech behemoths like Monsanto, Cargill and others from the threat of lawsuits and bars federal courts from intervening to force an end to the sale of a GMO (genetically-modified organism) even if the genetically-engineered product causes damaging health effects.
The biotech rider first made news in March when it was a last-minute addition to the successfully-passed House Agriculture Appropriations Bill for 2013, a short-term funding bill that was approved to avoid a federal government shutdown.
The current three-month extension is part of the short-term FY14 Continuing Resolution spending bill.
The Center for Food Safety, a vocal opponent of the rider, released a statement expressing dismay that the measure once again avoided proper legislative process while usurping the power to challenge GMO products in court.
“The rider represents an unprecedented attack on US judicial review, which is an essential element of US law and provides a critical check on government decisions that may negatively impact human health, the environment or livelihoods,” they wrote. “This also raises potential jurisdictional concerns with the Senate Agriculture and Judiciary Committees that merited hearings by the Committees before its consideration.”
Following the original vote in March, President Barack Obama signed the provision into law as part of larger legislation to avoid a government shutdown. Rallies took place worldwide in May protesting the clandestine effort to protect the powerful companies from judicial scrutiny.
“It is extremely disappointing to see the damaging ‘Monsanto Protection Act’ policy rider extended in the House spending bill,” said Colin O’Neil, director of government affairs for Center for Food Safety. “Hundreds of thousands of Americans called their elected officials to voice their frustration and disappointment over the inclusion of ‘Monsanto Protection Act’ this past spring. Its inclusion is a slap in the face to the American public and our justice system.”
Largely as a result of prior lawsuits, the US Department of Agriculture (USDA) is required to complete environmental impact statements (EIS) to assess risk prior to both the planting and sale of GMO crops. The extent and effectiveness to which the USDA exercises this rule is in itself a source of serious dispute.
The reviews have been the focus of heated debate between food safety advocacy groups and the biotech industry in the past. In December of 2009, for example, Food Democracy Now collected signatures during the EIS commenting period in a bid to prevent the approval of Monsanto’s GMO alfalfa, which many feared would contaminate organic feed used by dairy farmers; it was approved regardless.
The biotech rider “could override any court-mandated caution and could instead allow continued planting. Further, it forces USDA to approve permits for such continued planting immediately, putting industry completely in charge by allowing for a ‘back door approval’ mechanism,” the Center for Food Safety said.

Sometimes in our history we have behaved as a rogue nation, if by “rogue” you mean being “dishonest,” or “unprincipled.”
Murdering 12 million Native Americans and forcing the rest into concentration camps would be one. Two hundred years of enslaving other human beings would be two. Refusing to allow women the vote would be three. Going to war against a country when we know that they did not commit the offense we use to go to war with them would be four.
That would be four for starters. I could name more, lots more.

Our rates go up an average of $8 a month per one thousand kilowatt hours used. Outraged ratepayers yesterday responded to the increase via the Pacific Daily News’ Facebook page.
“It’s a vicious cycle between GPA and the power consumers,” commented Eric Tydingco. “We adjust our lifestyles by reducing our consumption. GPA’s revenues go down, so they increase their rates to make up for the loss.”
Another ratepayer said she’s tried being as energy-efficient as possible, but no amount of cutbacks will matter if GPA continues to raise its prices.
“I have cut down both AC and water heater and used only fans during the day for years,” wrote Azia Sayama. “I only use a gas stove, and the bills decreased. But it won’t be enough if the (base rate for) power increases.”

Hafa adai Anna. You are so right and the increases just keep coming. Guam residential and business customers of the Guam Solid Waste Authority face a significant increase in trash collection fees.
A meeting is under way in the governor’s conference room involving the Solid Waste Authority and the federal receiver, to discuss a potential increase in collection fees, from $30 a month to $45 a month, in two years — a 50 percent increase.
The governor is concerned about the potential increase in light of the rising cost of power. The story is developing.

Guam Power Authority’s way of doing business is an insult, not to mention highly immoral.
They fail to maintain their equipment, which breaks down, and expect their customers to pickup the tab.
Maintenance is THEIR cost of doing business, not ours.
Now, the thieves want guaranteed income by raising prices when consumption is down.
Do they give discounts when profits are high? Hell no, they just rack in the money and give nothing in return.
The people of Guam need to break this monopoly and perhaps have the federal government intervene.
The whole government here has gone down the toilet as seen in the recent Blue House case and the upcoming inquiry of dogfights on the island.

We can’t win. We reduce our power consumption so our power bill will go down. By a lot of us doing this, GPA’s revenue goes down too. Now they’re raising rates again. We will have to reduce consumption more so we don’t pay more. This “catch up” game will never end.

Seldom does one resident fill their trash bin to the rim. So talk to your neighbor and split the fee with only one trash can. That may open their eyes to reduce the fees. Then with only half the money coming in, Solid Waste will have to lower the fee and go on an advertising campaign to regain lost revenue.
I believe $25 is a more realistic fee for trash pickup and should go on every resident’s yearly property tax instead of a monthly charge. No waivers, everyone has to pay.

What are we waiting for on Guam? Stop this debate about how wonderful this drug is or how this drug can be a social problem if introduced into law. This debate has been ongoing since the 60′s. Our Judicial system isn’t curtailing crime.
If you look at the statistics the corrections faicility is booming and just getting bigger. The budget to stop the drugs isn’t working. So pass it and work out the kinks later because nothing else is working.

Learn the history and why it was made illegal there is no such thing as marijuana. There is hemp and there is cannabis learn the difference. The people making the decisions need to think of the people and not just their financial interest like who’s going to grow it and who’s going to sell it.
If u want it grow it yourself just give us a limit and have us buy a license to grow it. All i see is too much talk with no action and if they haven’t noticed the people still do what they want. Its just how responsible a person is.
People still drink and drive even if they know its against the law and know how many accidents happen. People still grow weed even though its against the law. Prohibition has failed in many ways.

Three people suffered what authorities described as minor injuries following an explosion that occurred near the Tree Bar at the Hilton Hotel in Tumon Thursday night.
Governor’s Spokesman Troy Torres told reporters shortly before midnight both of the injured were men and they were both in stable condition at GMH. One was 22 years old, and the other was 38. He declined to say what nationality they were. He emphasized that his statements about the injured had been double checked and corrected erroneous information provided earlier by other officials.
However, Friday morning, Guam Homeland Security and Civil Defense Spokeswoman Alyssa Benito and GFD Spokesman Lt. Ed Artero both confirmed that, in all, 3 people were transported to GMH.
1. 32 year old Japanese male – struck in the head by an object hurled from the explosion while he was in the Hilton pool.
2. 22 year old local woman – injured during the hotel evacuation when she was shoved from behind and fell.
3. 38 year old Japanese man – complained of dizziness from the fumes following the explosion.
GMH Nursing Supervisor Cely Mangrobang told PNC News that all 3 people were treated and released early Friday morning.
GFD Spokesman Lt. Ed Artero reports the initial 911 call came in at 8:40pm. It happened during the Hilton’s evening Tropical Barbecue show. The entire hotel was evacuated soon after the blast..
Hilton General Manager Makoto Yasuhara said roughly 300 guests were staying at the hotel. Arraignments were made to transfer many of them to other hotels in Tumon and elsewhere. However GPD gave the all clear shortly after midnight, the Hilton re-opened, and many of the guests returned to their rooms.
Torres said the cause of the explosion still had not been determined as of midnight. He said the scene around the Tree Bar, the Koi pool and the swimming pool would be treated like a crime scene until authorities determined what caused the blast. He declined to speculate on whether or not it might have been caused by a gas leak.
Guam Homeland Security and Civil Defense Spokeswoman Alyssa Benito said that K-9 Units from the military and GPD swept the hotel for any trace of explosives and they came up negative. No evidence of explosive reside was found, she said.
The force of the explosion however was great enough to be heard throughout the hotel. Some guests said they were awoken by it, others told PNC news that debris from the blast struck windows on the upper floors were they were staying. Guam Police Department Spokeswoman Sgt. Liz Flickinger said the force was great enough to throw chunks of concrete about.
Yellow police tape was stretched around the Tree Bar and the swimming pool where the blast occurred. Officials were still within the cordoned off area conducting their investigation after midnight. Security Guards were posted around the scene to keep unauthorized personnel from approaching the damaged area. However one hotel employee described what he called a large hole near one of the saunas by the pool.
The FBI, ATF and Homeland Security are assisting GPD in the ongoing investigation.

Three anti-abortion related measures introduced into the legislature this week have won the support of the pro life group the Esperanza Project.
Democratic Senators Frank Aguon Jr and Dennis Rodriguez Monday introduced bills that would allow the Women’s Reproductive Health Information Act to take effect.
The act was signed into law on November 1st of last year but hasn’t been implemented because of a provision that sets the effective date at 60 days after the printed materials have gone through the rules making process and been approved by Department of Public Health and Social Services.
Aguon’s bill (191-32) deletes that section of the law all together while Rodriguez’s (Bill 31-235) amends it to forgo the rule making process.
“I think amending is the more proper way to do it,” Rodriguez told PNC. “Because then it still would come into effect if you look at the section four of existing law.”
Rodriguez says he has talked with Senator Aguon about merging the two bills. Rodriguez’s measure is scheduled for a public hearing on Friday October 4.
Esperanza member Tim Rohr is a long time supporter of the Women’s Reproductive Health Information Act and accuses lawmakers in the 31st legislature of adding section 4 to keep the law from going into effect.
“The reason why they did that is because the election was within a few days and they wanted to appear pro life,” Rohr said during an interview with PNC. “So they voted for the bill knowing that they could have tied up the bill indefinitely. And they would have, had we not persisted and it was quite a mess.”
Rohr also supports another measure introduced by Senator Aguon this week. On Wednesday Aguon introduced the Infant Child’s Right To Life Act as Bill 195-32. This legislation is similar to the federal born alive act of 2002 requiring healthcare providers to give medically appropriate life saving care to infants born alive after an abortion procedure
Rohr couldn’t say how often babies are born alive after an attempted abortion but says he is aware of babies being born alive and left to die.
“The fact that there are babies or have been babies who have been left to die or killed that we know of at least two that’s enough to say no we’re not going to tolerate that as a society,” Rohr told PNC. “So lets get this bill passed.”
A similar measure was introduced by then Senator Eddie Calvo in 2010 and was referred to the Committee On Health And Human Services which Aguon chaired at the time. There are no legislative records on the bill after the public hearing was scheduled.
Senator Aguon was not available for an interview today but a statement to the media yesterday explains his current position.
“During my tenure as a senator, I have accepted the fact that my decisions and actions in the past had been influenced and directed away from my personal beliefs. As a man of my faith, it is my personal purpose to lend my voice to those who are voiceless and those who have been stripped of their fundamental right to life.
Bill No. 195-32 (COR), “Infant Child’s Right to Life Act”, provides a voice to these children.” Senator Aguon concludes, “I am deeply thankful to the authors of the original legislation and to all the staunch advocates for life.”
Rohr says seven senators have already committed to voting for legislation that would amend the Women’s Reproductive Health Information Act. The Attorney General has issued an opinion stating that the printed materials requried in the act do not constitute a rule or regulation.

A reservation of the court will give you priority in the use of our basketball court; otherwise, open time slots will be available to teams or individuals on a “first-come, first-served” basis.

GUAM SOLID WASTE AUTHORITY’S (GSWA) BULK WASTE REMOVAL PROGRAM: GSWA has the equipment and resources to pick-up white goods and other types of bulk items, to include beds, couches, and dressers at your residence, at no additional cost to GSWA customers. Non-GSWA Customers can arrange for this service for a fee of $25.00. Contact GSWA at 646-3111 to schedule a pick-up of your bulk waste.
We ask that you take advantage of this program before calling the Mayor’s Office for assistance.

An explosion at a Guam resort on Thursday night hurt two people and led to a four-hour evacuation of about 650 guests.
Guam police Sgt. Elizabeth Flickinger said early Friday local time that a single explosion struck near an outdoor bar at the Hilton Guam Resort & Spa in the popular tourist area of Tumon Bay.
Two people were taken to a hospital with “minor superficial wounds and burning,” treated and released, Flickinger said.
Hospital officials referred questions to police.
Flickinger said FBI officials are assessing the cause of the blast. Homeland Security and Civil Defense officials for the territory were also at the scene.
“There was the odor of gas in the air,” Flickinger said.
Hotel spokeswoman Crystal Sablan said all guests in all buildings were evacuated, then allowed to return after being given an all-clear by authorities.
Flickinger said the entire hotel was searched for bombs by canine units, then cleared.
About four hours after the blast, hotel guests milled about in its lobby while yellow caution tape cordoned off the entrance to the Tree Bar. Some guests went up and down in the hotel’s elevators, and a small cafe in the hotel was open. Tour agents in aloha shirts waited for guests to arrive.
Ayaka Mita, an intern for the hotel who helped communicate with Japanese tourists who didn’t speak English, said she was telling guests who asked about the situation “that the alarm went off and everyone had to evacuate.”
The blast happened near a koi pond near the hotel’s Tree Bar, which overlooks the hotel’s gardens and features fire dancers as nightly entertainment. The hotel has been undergoing recent construction.

Supplements That Soothe Heartburn
1. Digestive enzymes: When you eat a meal, various enzymes help break the food into individual nutrients – fiber, fat, and protein – that your body needs.

Kale and White Bean Stew
Serves 6
Prep time: 30 minutes
With fall on the horizon, this simple stew is a nutritious way to celebrate the change of seasons. Feel free to add your favorite fresh or dried herbs to the stew. My family especially likes it with basil, oregano, and a little rosemary. And save the leftovers. This is one dish that is more flavorful reheated the next day.
Ingredients
2 tablespoons organic, extra-virgin olive oil
1 purple onion, chopped finely
2 cloves of garlic, chopped
2 carrots, diced
2 stalks of celery, diced
Freshly ground pepper
1 15-ounce can diced tomatoes, juice reserved
½ pound small red potatoes, washed and diced
1 15-ounce can white beans, rinsed and drained
1 bunch kale, stems removed and torn into small bits
Celtic, sea, or Lite salt
½ cup freshly grated Asiago cheese
Directions:
1. In a large pan over medium het, warm olive oil. Add onion, garlic, carrots, and celery. Cook, stirring occasionally, until the vegetables are tender.
2. Turn heat up to medium-high and add tomatoes with the juice. Stir while cooking for about 3 minutes. The mixture should be starting to brown.
3. Add 6 cups of water, potatoes, and beans. Bring mixture to a boil. Reduce heat and simmer for about 10 minutes, or until potatoes are tender.
4. Stir in kale, and continue cooking for about 2 minutes. Season with salt and pepper, and lightly sprinkle with Asiago cheese before serving.
