First Look at Obamacare Enrollment Numbers

This afternoon, the Obama administration released long-awaited details on the number of Americans enrolling in Obamacare through HealthCare.gov, state-based marketplaces, and Medicaid and the Children’s Health Insurance Program.

Despite the well-publicized woes with the HealthCare.gov, approximately a million Americans are shopping on the marketplaces and more than 100,000 Americans have already chosen a health insurance plan. To put that into perspective, during the first month of Romneycare only 0.3 percent of the eventual total — just 123 actual people — signed up for coverage.

ThinkProgress breaks down the numbers and what they really mean:

    • 106,185: filled out the application and have selected a plan through a federally run or state run exchange.
  • 79,391: filled out the application and have selected a plan through a state-run exchange.
  • 26,794: filled out the application and have selected a plan through a federal exchange.
    • 846,184: filled out the application but have not yet selected a plan
  • 1,509,883: individuals applying for coverage with completed applications
  • 1,081,592: total individuals eligible to enroll in an exchange plan
  • 396,261: eligible for Medicaid or CHIP.
  • Enrollees by state: California 35,364; Federal exchange 26,794; New York 16,404; Washington 7,091; Kentucky 5,586.

Though the figures fall short of the 500,000 private enrollees the administration had predicted would take-up private coverage before the launch, the numbers come in the midst of highly-publicized technical difficulties with HealthCare.gov, during which neither the administration nor its allies could deploy a public campaign urging uninsured people to sign-up for coverage.

Ultimately, the numbers provide only a snapshot into a six-month long enrollment process.

Administration officials have for weeks tampered down expectations, arguing that website issues may have led some enrollees — particularly the younger and healthier population who does not absolutely need coverage — to put off enrollment. They insist that the website will be operational for the vast majority of users by the end of the month and predict that the uninsured will be able to successfully enroll in insurance by Dec. 15 for coverage that begins on Jan 1.

Some of that optimism is informed by past enrollment experiences, in which people waited until the last minute before enrolling in coverage. Officials point to the fact that just 123 people enrolled in Commonwealth Care — the Massachusetts health care exchange for subsidized care — during its first month in February of 2007 and after the first four months, just 15,560 of an estimated 80,000 uninsured who qualified for coverage signed up.

Enrollment didn’t spike until December of 2007. Enrollees also preferred to window shop, making an average of 18 different contacts with the website, call centers and other sources provided by the state” before ultimately settling on a plan.

“Enrollment in new programs begins slowly and often takes several months to build momentum,” said Avalere CEO Dan Mendelson, whose firm has independently tracked enrollment. Indeed, The Children’s Health Insurance Program (CHIP) and President George W. Bush’s Medicare Part D experienced this very same enrollment pattern. CHIP, a bipartisan Clinton-era initiative that primarily provides health insurance to children in families with incomes too high to qualify for Medicaid, initially fell far short of enrollment goals.

Similarly, more than half of the seniors who signed up for Medicare Part D didn’t do so until after the initial enrollment period and enrolled despite the Bush administration’s well-publicized initial glitches in extending coverage to low-income beneficiaries.

The Congressional Budget Office estimates that 7 million enrollees will participate in the marketplaces in 2014; 9 million will sign up for Medicaid. By 2023, the exchanges will hold 24 million people and the law’s Medicaid expansion will accompany another 13 million.

Here’s How Occupy Wall Street Freed Americans From Millions In Debt

Occupy Wall Street activists have canceled nearly $15 million in consumer debt in the first year of a program called Rolling Jubilee that uses crowd funding to buy up and then void consumers’ debt. The program spent just $400,000 of the roughly $620,000 it has raised to date to buy up medical debts that were far enough past due that they were being resold for pennies on the dollar, marking a first-ever incursion by populist activists into an industry dominated by unscrupulous private debt collectors.
The program works by taking advantage of the same business dynamics that fuel debt collection companies. When the firm that originally sought to collect a debt — a hospital, a bank, or a private education lending firm, for example — decides to cut its losses by selling debt on which the borrower has defaulted to a collector, it usually does so at alarmingly low rates. A Federal Trade Commission (FTC) study published in January found that consumer debt sells for about four cents on the dollar in this secondary market. While debt collectors pay that price and then try to force at least partial repayment by the borrower in order to turn a profit, Rolling Jubilee simply cancels the debt and hopes the beneficiaries might pay the kindness forward by helping to fund the program — that’s the “rolling” part of Rolling Jubilee.
The Occupy program, which kicked off in November of 2012, is paying an even lower rate than what the FTC report found to be typical. A spokesman told Reuters it was paying about two cents on the dollar for debt.
The group defines its success not in terms of the topline dollar figure of debt it has eliminated — $15 million is a very small amount compared to the total secondary debt market, which measures in the tens of billions of dollars each year — but in terms of public awareness of how debt works in the modern economy. “Our purpose in doing this, aside from helping some people along the way…was to spread information about the workings of this secondary debt market,” spokesman Andrew Ross told the Guardian. “Very few people know how cheaply their debts have been bought by collectors. It changes the psychology of the debtor,” he added. “And that gives you moral ammunition to have a different conversation with the debt collector.”
On top of that moral ammunition, distressed borrowers may finally see regulators come to their aid. The Consumer Financial Protection Bureau (CFPB) announced last week that it is writing rules for how private debt collectors can pursue repayment from individuals. The move continues a push the agency began late last winter to give borrowers tools for dealing with aggressive debt collection efforts. The agency fields consumer complaints and provides template letters to help borrowers assert their legal rights in debt disputes. Complaints against collection agencies tripled from 2002 to 2010, and one out of every seven Americans now faces third-party debt collection efforts.

Filibuster Showdown Ends in Huge Victory

Great news! There will never be another filibuster of an executive branch or non-Supreme Court judicial nominee ever again.

In a huge victory for progress over senseless partisan obstructionism, Democrats, under the leadership of Senate Majority Leader Harry Reid (D-NV), voted this afternoon to eliminate the filibuster on nominations. This will bring an end to the GOP’s unprecedented blockade of highly-qualified nominees.

Here’s three charts that neatly sum up why Democrats had to take this step.

First, President Obama’s judicial nominees have been forced to wait months, if not years, just to get a vote — if they ever get an up-or-down vote at all. This is significantly longer than either President Bush or President Clinton’s nominees had to wait.

These extended delays are of course due in no small measure to the GOP’s decision to force Senate Majority Leader Reid (D-NV) to file cloture motions on everything from routine Senate business and even district court judges, which previously drew little opposition.

You can see here that nominees who literally nobody opposes have been forced to wait and wait and wait just to get a vote. This gums up the Senate and forces Democrats to waste valuable floor time on nominees instead of important legislative business.

But all of that is over now. President Obama — and all future presidents — will be able to put together their administration and fulfill their constitutional duty to fill judicial vacancies under fair rules that prevent a minority in Congress from trying to retroactively veto laws and the results of elections.

The results of today’s huge victory are already apparent. Patricia Millett, one of the president’s previously-blocked nominees for the D.C. Circuit, cleared a GOP filibuster on simple majority vote (55-43). She and other nominees Republicans have been using the now-defunct filibuster to block will now be approved after the Senate’s Thanksgiving recess.

BOTTOM LINE: The American public is tired of partisan obstruction and wants Congress to do its job. In the Senate that means allowing simple up-or-down votes on nominations. By reforming its rules, the Senate will finally return to its proper role as spelled out in the Constitution: advise and consent, not obstruct and delay.

Oklahoma Drops National Guard Benefits For All Couples To Avoid Serving Same-Sex Couples [UPDATED]

Oklahoma Gov. Mary Fallin (R) announced earlier this month that state-owned National Guard facilities will no longer allow any married couples to apply for spousal benefits, regardless of whether they are same-sex or opposite-sex. The Supreme Court’s decision overturning the Defense of Marriage Act means that servicemembers with same-sex spouses are now eligible for federal benefits. Fallin’s unusual tactic is designed to avoid having to recognize those couples, which she asserts would violate Oklahoma’s constitutional amendment limiting marriage to one man and one woman:
FALLIN: Oklahoma law is clear. The state of Oklahoma does not recognize same-sex marriages, nor does it confer marriage benefits to same-sex couples.The decision reached today allows the National Guard to obey Oklahoma law without violating federal rules or policies. It protects the integrity of our state constitution and sends a message to the federal government that they cannot simply ignore our laws or the will of the people.
This decision directly contradicts an order from Defense Secretary Chuck Hagel ordering states to provide same-sex couples with the federal benefits they deserve under the law. All married couples will now have to travel to one of the five federal facilities in Oklahoma to apply for benefits. Incidentally, the state’s facilities were built almost entirely with federal funds and 90 percent of the Oklahoma Military Department — which includes the National Guard — is funded by the federal government.
Fallin’s tactic mirrors other attempts to punish an entire group to avoid serving the gay community. When marriage equality came to the District of Columbia, Catholic Charities decided to stop offering partner benefits to all employees to avoid having to provide them to any employee’s same-sex spouse. In various states, Catholic Charities has also abandoned all adoption services to avoid having to provide them to same-sex couples.
Schools have also employed this strategy to try to block gay-straight alliances from forming. In 2011, for example, Flour Bluff Independent School District in Corpus Christi, Texas considered banning all extracurricular clubs to avoid allowing a GSA to form.
Oklahoma is not alone in defying Hagel’s orders. The Texas Military Force acknowledged this week that it will not allow same-sex couples to apply for a housing allowance at state-run National Guard facilities, having already turned away at least one couple. Mississippi, Louisiana, and Georgia have also refused to comply, but some states that previously had balked have begun complying, like West Virginia. A total of 29 states have constitutional amendments banning same-sex marriage, but most are complying with the federal recognition for purposes of the National Guard.
Some states are also struggling in other ways with how to handle the federal government’s recognition of same-sex couples in the wake of DOMA. Missouri Gov. Jay Nixon (D)announced last week that same-sex couples could file their state taxes jointly, even though they won’t be eligible for state tax benefits. This has prompted one Missouri state lawmaker, Rep. Nick Marshall (R), to pursue impeachment proceedings against Nixon. Meanwhile, Virginia is among the states that have ordered same-sex couples to file their taxes separately.

Because all of Oklahoma’s National Guard ID-printing machines are now in place and operating on federal properties, the state is technically considered to be in compliance with federal directives. Married couples can only apply for benefits at those federal facilities, and not at any of the state-owned facilities.
UPDATE
Gov. Fallin has tried to distance herself from this story, using social media to say, “To set the record straight – no National Guardsman in Oklahoma is being denied marriage benefits. Stories that suggest otherwise are false.” This is technically true, but those benefits can now only be obtained at federal facilities in Oklahoma, which could require couples to drive extended distances even when there are are state facilities closer by.

He should not be paroled in 2014, and if he is indeed a serial rapist – HOPEfully more women will come out to testify against him. If so, he deserves to be left in prison and live daily with what he has done to women, have done to him. Payback is a bitch.

Rona, Herba, Ele: I had never heard of Alison Botha. And now after reading what I assume is a segment from her book, I will never forget her. I googled her after reading the post and what I read was even more horrific in detail. It is hard to imagine how one can survive such sick brutality. She is one brave girl.

Rona, so sorry you had to endure rape at the hands of your father. I HOPE you are working your way through that.

Sharia: And that is a fine example of women supporting women. NOT. (sigh) It infuriates me too.

Kelly: It is sickening. And more sickening when our society lets perps like these off easy. It tells the male species that what they are doing is not that bad…and hey if you get caught, your punishment won’t be that bad either. Or when society makes excuses for the perps…or worse blames the woman as we have seen so many times. Men do it enough to us –  do we need women, such as the comment made by Sharia above, to do the same thing to other women?

What is wrong with these women?

If women can’t put themselves in each others shoes, how can we expect men to? We can’t and I am not relying on the majority of men to do something. We would be waiting until the end of time.  If we are going to eliminate rape culture, women have to stick together and do something for each other. What is it going to take?

Marianne: In my opinion, a woman doing that to her own daughter is worse than the father raping her. Unfortunately, Men rape. Unfortunately there are more men who would rape their daughters if they legally could. I am not giving them an excuse simply because they are male. It is just a horrific fact. But a mother choosing to side with a rapist/husband and disowning her own daughter in order to be with the man regardless of whether he is her husband or not, is simply as low and sickening as you can go.

Peace & Love…sending it to all the women who have had to endure any type of abuse. And…HOPEing to encourage women to bring peace and love to each other through unwavering support.

Wonderful Women Of The World

Good morning!

Miss Israel, Linor Abargil, was abducted and raped in Italy, weeks before she won the title of Miss World back in 1998. Now she’s on a global campaign to end sexual violence. Through her recent documentary, Brave Miss World, Abargil tells her horrific story and illuminates the stories of so many other women who have been raped, who have stayed silent, and are now ready to speak. 

As much as it is so hard to hear stories of rape and know that rape culture continues, I am always moved by the women who don’t allow their rapists to silence them, but use their voices to encourage and support other women who are afraid to speak of their own horrifying rape. It is the women in our loves who are going to support us most when these sicks acts of violence interrupts the natural course of womens’ lives and changes them in ways that they never could imagine.

For some women, it changes them and gives them the strength to speak out. For others, it changes them in ways that makes them feel ashamed, so they stash the horrible memory away to never ever be spoken about. There is no way anyone can know how a woman is going to be affected by being raped.

So when I read of a woman who knew that her purpose in life was revealed to her when she was crowned Miss World, weeks after she was raped, I celebrate  her for her strength to take on her life and be a voice for the millions of women where rape has left them with no voice. I congratulate her for encouraging women to come out of their shell, speak of the violence, and for empowering them to take charge of their lives again.

It is women such as Abargil, that are such an inspiration to other women…such a source of strength for other women to feel safe and supported, so that they too can find their voices.

Yes, for Linor Abargil, the title ”Miss World” has truly a greater, significant meaning. She is most definitely a Wonderful Woman of the World.

Former Miss World empowering rape victims by sharing her own story

The documentary Brave Miss World tells the story of former Miss World 1998 Linor Abargil who was abducted and raped seven weeks before her win, and her mission to empower fellow sexual assault survivors to share their stories and to stand up against sexual violence.

Determined to change the stigma of rape victims, she travels the globe to meet with survivors from South Africa to Princeton, N.J. Hollywood stars like Joan Collins and Fran Descher open up to Abargil about their rapes.

The film shows how Abargil transformed from an 18-year-old pageant queen to a lawyer and advocate. In the documentary, Abargil also returns to Milan, Italy, the scene of the crime, to find the prosecutor who worked with Israeli authorities to arrest her rapist.

Working with director Cecilia Peck, daughter of the Oscar-winning actor Gregory Peck, Abargil sheds light on the trauma and stigma of rape culture by sharing her story with the world and by reaching out to other victims of sexual violence.
