Neglected, disabled children found at rural Australian incest farm

A dozen filthy, neglected children, some with deformities or disabilities due to generations of inbreeding, have been found on a rural Australian settlement in an incest case that has shocked the nation.
The 12 children, aged between five and 15, were removed by social workers who responded in July 2012 to complaints that they were failing to attend school and when they did show, were thin, dirty and suffering a lack of even basic hygiene.
When police and child protection workers visited the farm compound where they were living with some 30 adults — multiple generations of the same family — they found what legal documents described as “very dirty and hazardous” conditions.
Over four generations uncles and aunts and brothers and sisters had sex with each other, raising younger generations that also went on to create further inbred offspring together.
Genetic testing revealed that 11 of the 12 children had parents that were related — five “closely related” — and they had a range of disabilities including deafness and blindness.
They displayed varying degrees of sexualised behaviour towards one another and strangers, and had disturbing stories of sexual acts in the commune involving children.
All the evidence pointed “inescapably to inter-generational incestuous relationships and intra-familial sexual abuse,” a Children’s Court judgment in the case, published for the first time this week, revealed.
The group lived a squalid existence, in two caravans, two sheds and two tents without running water or sewerage.
“Observations of the children were that they appeared to be dirty, wore dirty clothing and were shy and unable to make eye contact,” the court said.
“Their speech was difficult to understand, and they appeared to have very poor dental health and hygiene. There were no toilets, showers or baths. The children had to go into the bush to go to the toilet. They hand washed in a tub of water.”
A young kangaroo was sleeping in one of the children’s beds, while exposed electricity wires, chainsaws and large bags of rubbish littered the property.
A number of the girls didn’t know how to use a toilet or what toilet paper was and had never seen a toothbrush before.
Some of the children had no formal schooling, others only sporadic, and the court documents said they were either developmentally delayed or cognitively impaired, with seven of the group “unable to speak intelligibly”.
Another of the children had died when she was two months old due to a genetic condition.
Due to the seriousness of the case the Children’s Court took the unusual step this week of publishing its ruling — originally made in September — saying “there is no realistic possibility of restoration of any of the children” to their parents.
They were ordered to remain in state care until they are 18 years old.

Prepaid-Funeral Scams
Some well-meaning people purchase prepaid-funeral contracts so that when they die, their heirs won’t have to pay their funeral expenses. The contracts might cover everything from the burial or cremation to the casket, embalming, death notices, use of the funeral home, limousines and flowers. But these contracts sometimes don’t work as well as expected.
Example:
National Prearranged Services, which sold prepaid-funeral service contracts for up to $10,000 to about 150,000 customers from 1992 to 2008, failed to place its customers’ payments in insurance policies or trusts as required by law, according to federal prosecutors. This left the company without enough money to fund the agreements they sold.
This was hardly the first prepaid-funeral contract problem. Scammers have disappeared with prepaid-funeral customers’ money or taken advantage of grieving heirs by delivering lower-quality funeral services than promised, such as cheaper caskets and smaller flower arrangements.
In fact, prepaid-funeral contracts are almost always a bad idea, even if you manage to avoid the outright scams.
As much as 30% of your prepayment might go to the salesperson and/or the prepayment-services company rather than toward your funeral costs. Some or all of the money you prepay is likely to be lost if you die in a different part of the country than anticipated. And the money you prepay won’t earn interest for your heirs.
Better:
If you don’t want your heirs to have to pay for your funeral, instead put sufficient money to finance this expense into a bank payable-on-death account or another savings or investment account. Name a trusted heir as this account’s beneficiary so that the money doesn’t become tied up in probate.
Instruct this heir to use the money to pay your funeral costs—you also might offer guidance about the kind of funeral you want—and let other heirs know of this arrangement as well. (Expect a simple cremation without ceremony to start at $1,000.
A full funeral with a casket burial can run as high as $10,000, though prices vary.) Exception: It might be worth buying a prepaid-funeral contract if you must spend down your assets to qualify for Medicaid.

The horrific details have emerged this week after the New South Wales Children’s Court took the unusual decision to publish its judgement with the name of the family changed.
Community Services removed the 12 children from the settlement on 18 July 2012. In July, the Court said that they would not be returned to their parents under any circumstances because such a move would pose too much of a risk.
The children
Just one of the 12 children removed from the farm was found to have parents that were not related.
The Colt family’s dark history starts with brother and sister, Timothy and June Colt, who were married in New Zealand in 1966 and had seven children – Rhonda, Betty, Cherry, Frank, Charlie, Paula and Martha.
The family moved to Australia and lived in various properties. They were thought to relocate each time authorities would ask questions or get to close.
Rhonda, Betty and Martha were all mothers involved in the Boorawa neglect case.
Rhonda has six children, the youngest being Cindy who is five years old and is now in the care of the State. Her father is not related to the Colts, genetic testing showed.
Betty has 13 children, five of whom are now in protection. Bobby (15), Bill (14), Brian (12), Dwayne (9) and Carmen (8) were all removed during the 18 July 2012 visit. Their fathers are all related to Betty.
Betty’s daughter Raylene, who is now 30 years old, was the fourth mother involved in this year’s legal proceedings. Her only child, Kimberly, is 13 and was also removed from the Boorawa farm.
Martha has had six children but Donna died when she was just two weeks old. The surviving five are aged between seven and 15. They were all removed by social services. Albert, Jed, Karl, Ruth and Nadia’s parents were all related, genetic testing showed.
According to the evidence heard in court, all 12 children were “neglected in significant ways”.
Most of them were discovered to be far behind age peers in terms of educational development and were functioning well below their chronological age.
Albert, Jed, Kimberly, Karl, Ruth, Carmen and Nadia have particular problems with speaking intelligibly.
There were other physical problems noted, including fungal infections in feet and bed-wetting and soiling.
A number of the Colt children were reported to having hearing and vision impairments, as well as cognitive difficulties. The word primitive was used by the court on occasion.
Cindy, the only child not born of a incestuous relationship, was described as a “well-spoken polite, bright, intelligent girl whose development was normal for her age”. Her health and hygiene were observed to be good and her clothes clean. Her mother had taken her to hospital in June 2012 to be treated for her ear infection.
Sexualised behaviour
The court judgement on the children’s experiences of sex abuse makes for extremely disturbing reading.
Evidence submitted revealed how the Colt children made concerning disclosures to psychologists during sessions and, they themselves, exhibited sexualised behaviour.
Kimberley revealed that she had “sucked Dwayne” while Carmen watched. Her mother knew about it, she said.
Other disclosures outlined in the court included incidences some of the brothers and uncles having sex with the girls, touching their breasts, licking their vaginas and placing sticks in their anuses.
There were incidences of the girls being tied up to trees by the boys and other times when they watched other members of their family have sex with each other.
Placement reports from carers indicated that Cindy, who is just five years old, was found masturbating on a toilet and in the shower. She said Dwayne (9) showed her how to do that.
She also tried to kiss the male carer on the lips and was defiant when told this was inappropriate.
Five of the boys also told their carers about how they used to torture animals on the farm, including puppies and cats. They reported mutilating the genitals of animals.
Separately, Ruth told a psychologist that she lived with “two mums and two dads” but her “number one mum died because she was sick”.
Tammy Colt’s Evidence
Some of the most harrowing evidence was given by Betty’s second daughter, Tammy, who revealed what had happened to her as she grew up.
She told her Victorian caseworker that she had been in a relationship with her younger brother Derek for three years and that he had fathered her three children – one of whom died from a “universally lethal” condition, Zellweger Syndrome. She says she did not know they were related until recently.
He has since threatened to kill her if “he couldn’t have her”.
Tammy disclosed that she had been abused within the Colt family from the age of 12, when other family members began having sex with her, including Colin, Timothy, Derek and Matthew.
She said that the same happened to her sisters, Raylene, Tracy, Jane and Penny.
Her mother encouraged this activity. Tammy used to hide from her brothers when she could so they couldn’t have sex with her, and she secretly went on the pill at age 16, without her mother’s knowledge.
She and her sisters were not allowed to see a doctor when pregnant in case someone found out what was happening.
The now-27-year-old says she is aware of a number of miscarriages on the Boorowa farm.
The judge’s ruling
Judge Peter Johnstone said the jigsaw pieces given to him created a “very clear picture” of life on the farm. He accepted the genetic evidence, as well as Tammy Colt’s submission, stating it had probative value, and that the Children’s Court works differently to other courts in terms of strict proof and best evidence.
He repeated a note from the caseworker which said Tammy’s outpourings at the courthouse were “spontaneous and voluntary”. He said he took into account the general, inconsistent and contradictory nature of her account but made allowances for her own emotional and psychological deficiencies.
“Overall, however, she presented connected and credible threads that assist in completing the full picture of the Colt family and life on the farm”, he said.
Judge Johnstone ruled that Betty Colt – who had disputed the court’s findings – is not willing to disentangle herself from her family and is incapable of addressing her own traumatic history.
He said there is no pathway for the restoration of the children to the care of their mothers and agreed they would be wards of the State until they are 18 years old.
All 12 are currently in foster care or other placements. They have some contact with each other and their parents.

Ill also add in this to the commander, I will also do what’s necessary to make it up to her bc there are 3 parts to any true apology – the ‘I’m sorry’ words, the ‘it won’t happen again’ part and the ‘what can I do to make it up to you’ part.
Done but right now I’m still working on letting myself off the hook, and I’m deep in life changing negotiations so I have to focus there, too.

Incest is not always bad. My sister and I started having sex on my 17th birthday. She was 19 and my first. She said that I needed it to loosen up and be a man. It helped me to relax when I was so shy. We still do it occasionally. We are best friends and always there for each other.
She is an entertainment attorney and I am a sports attorney. We both have families and we are both happily married. She still the best lay I have ever had.

Hafa adai, the network connection between Department of Administration and Department of Revenue and Taxation still was inoperable as of yesterday.
Marie Benito, Department of Revenue and Taxation deputy director, yesterday said technicians were still making repairs to the system.
“We’re hopeful it will be up by tomorrow,” Benito said.
On Friday, the Department of Revenue and Taxation that a faulty network connection was impacting services.
No penalties will be applied to those renewing driver’s licenses and vehicle registrations while the system is down.
The Treasurer of Guam won’t be taking payments at the Department of Revenue and Taxation. Payments are being accepted at all other Treasurer of Guam locations.
The Department of Revenue and Taxation will be open to accept forms or documents that customers want to file or submit. The following branches are open to manually process applications:
• Business license
• Income tax
Based on similar “outages”, I can only wonder what information was”lost”? I hope we hear the facts about this “outage”.

Three people were charged in the Superior Court of Guam with first-degree criminal sexual conduct, an allegation of rape, for allegedly sexually assaulting an 11-year-old girl in a jungle area of Dededo.
Hen Henry, 17, Gibson Billias, 21, and Helpme Roby, age unknown, each face two charges of first-degree criminal sexual conduct according to documents filed at the Superior Court of Guam.
Police were alerted to the incident Saturday after receiving a tip from a 15-year-old girl who reported that she saw a girl, “possibly passed out” in the jungle having sex with several males and “probably does not know what is being done to her,” the tipster is reported as saying.
Police arrived at the scene and saw several people running away. When they checked the area, they found an 11-year-old girl lying in a drainage ditch.
It took several minutes, court documents state, for officers to get the girl to open her eyes, at which point she reported she had been sexually assaulted.
Officers reported finding several injuries on the girl’s body and a “strong odor of an intoxicant.” The girl told officers she was “hurting a lot.”
The girl who reported the incident told officers that, at about 5 a.m., she saw the other girl in the jungle, with Henry allegedly on top of her.
Court documents said Billias then said “Come on all you young bucks,” while motioning the others to have sex with the girl.
The 15-year-old confronted the suspects. Henry’s accused of hitting her before threatening to rape her if she reported the crime.
She said she doesn’t remember anything after that, but reported being in pain to police.
Billias, when confronted by police, said he was “only the lookout,” according to court documents.
Henry and an unidentified 14-year-old are reported to have told police that they, along with Roby and Billias, had sex with the 11-year-old and that Billias provided vodka and had the victims drink it.
The three suspects are only charged with raping the 11-year-old. However, Carlina Charfauros, spokeswoman for the Office of the Attorney General, said prosecutors “fully intend and anticipate additional charges being added.”

Police arrested Gibson Billug, 20, of Dededo, in connection with two counts of criminal sexual conduct, conspiracy and jurisdiction over an adult. Two 15-year-old boys were arrested in connection with two counts of criminal sexual conduct and conspiracy.
At about 7 a.m. Saturday, police responded to a report of an out-of-control and intoxicated 14-year-old girl in the Santa Ana subdivision of Dededo.
After she was brought to the Dededo precinct, Balajadia said the girl reported she was forced to drink alcohol and was raped by at least four male suspects.
During the interview, police learned that a second victim was missing.
Police searched the jungle in the Santa Ana area and found an 11-year-old girl in a concrete water pipe, unclothed and intoxicated, Balajadia said.
Balajadia said Child Protective Services, Healing Hearts and the Guam Police Department’s Victims Advocates Unit are ensuring the girls get the help they need.
Since the boys are 15 years old, they will be tried through the juvenile court and not as adults, said Carlina Charfauros, spokeswoman for the Office of the Attorney General.

An Australian citizen was sentenced Monday in federal court to 30 years in prison for his role in a bizarre scheme in which he and his partner made their young adopted son available to at least eight other people for sex.
Peter Truong, 36, was the second person sentenced in the case by federal judge Sarah Evans Barker.
In June, Mark J. Newton, 42, an American who had been living in Australia, was handed the 40-year maximum sentence on federal charges of conspiracy to sexually exploit a minor and conspiracy to possess child pornography.
The case was prosecuted in the U.S. District Court for the Southern District of Indiana because images of sex acts involving the young boy were found on the computer of an Anderson man, said U.S. Attorney Joe Hogsett. That discovery was made in a larger child exploitation and pornography investigation.
The child victim, identified in court as Boy 1, was made available for sex with at least eight men from when he was a toddler to about 6 years old, according to court documents.
Newton and Truong were charged in February 2012.
Truong pleaded guilty earlier this year to charges of conspiring to sexually exploit a child and possessing child pornography.
“For more than one year and across three continents, these men submitted this young child to some of the most heinous acts of exploitation that this office has ever seen,” Hogsett said after Newton’s sentencing in June.
Court records indicate that Newton paid a foreign woman $8,000 for her newborn baby in 2005 and that he and Truong then adopted the child.
Videos uncovered by the investigation depicted Truong and Newton engaging in sex acts with the boy when he was about 22 months old, court records revealed. They also traveled to the United States, France and Germany to let others engage in sex acts with the child.
Many of those encounters were photographed and videotaped by Newton or others and distributed to a close-knit group of people in several countries.
Newton and Truong were arrested in California in early 2012.
Testimony in court also revealed the child was coached by Newton on how to respond to investigators to deny any inappropriate activity.
