A colony for centuries, Guam pushes for change

For four centuries, the small western Pacific island of Guam has been passed between colonial powers, but within weeks the territory is expected to decide whether to embark on a quest to determine its own political future.

The United States obtained Guam, a banana-shaped island about 50km long, as a spoil of war after the Spanish-American War of 1898 and, apart from a brutal occupation when it was seized by Japanese forces in World War II, it has remained in Washington’s possession since.

Its official status is a ‘non-incorporated territory’ – alongside the Northern Marianas, American Samoa, Puerto Rico and the US Virgin Islands – and despite being US citizens, its people are unable to vote for President, the rights of the US Constitution do not apply, and their only delegate to Congress cannot vote.

Technically, Guam is owned by the United States, but is not part of it, which the island’s governor, second-term Republican Eddie Calvo, in a ‘State of the Island’ address earlier this year, said was a form of colonialism that could not go on.

“It’s time that we confronted the fact that for nearly 400 years the state of our island has been colonial,” said Mr Calvo. “It is the unchanged and unrepentant shadow cast upon our long and unshackled destiny. Now confidence may be the one trigger that can change that colonial state once and for all.”

Mr Calvo, seeking a legacy for when he leaves office, pledged to work to attach a plebiscite to November’s election. A decolonisation commission is expected to report back sometime this month on whether that will be possible.

If that goes ahead, Guamanians will select one of three options – pursue the possibility of becoming the 51st US state, with all the associated rights and burdens, such as federal tax; free association with the United States, a status currently held by the Marshall Islands and Palau, and similar to New Zealand’s relationship with the Cook Islands; or full independence.

The issue has been simmering for years, but the heat has been raised in recent years with plans for a build-up of US military forces, which culminated in Mr Calvo’s call for a vote.

“In a way, Guam represents a previous historical era. A time when colonialism was common,” said Michael Lujan Bevacqua, the chair of the Guam Independence Taskforce. “And in a way, much of the world has come to an understanding that colonialism was bad and we should eradicate it from the world, but there’s still Guam where this hasn’t happened.”

Still, the path to a referendum is not an easy one. For one to happen, Mr Calvo’s government needs to conduct a territory-wide education campaign before securing enough signatures to force a referendum, which Mr Calvo has pledged to do by the middle of July.

There has also been criticism of the relatively short amount of time that would be available to prepare for a referendum, and the way it has been structured (only people who can trace their roots on the island to 1950 will be allowed to vote).

It also has to overcome a legal hurdle that requires 70 percent of the native Chamorro people to sign with the decolonisation registry, a task which many have said is impossible.

But Robert Underwood, a former United States Congressman and the current president of the University of Guam, said while it was difficult to work out how to include the Chamorro in the process, it was essential.

Dr Underwood said the Chamorro people had been living under both Spanish and American occupation since the 1600s, and they needed to finally have a say on the future of their homeland.

“When you have a colony how do you decolonise it? Do you include everybody who showed up because they are a colony or do you try to sort out who are the people who really have primary claim?,” he asked. “And so in the case of Guam I think the case is pretty clear that it is the Chamorro people who have primary claim over this process.”

Long battle ahead

In any case, Dr Underwood said a vote would be merely symbolic, as the final decision on Guam’s political future would rest with Congress in Washington.

Statehood would require the acceptance and support of the other 50 states, and he said it was unlikely that states like California and Texas, with populations of between 30 and 40 million people, would support Guam, with 160,000 people, having just as many Senators in Washington.

And that’s not to mention Guam’s strategic importance to the United States, especially as it pivots to Asia. The US military owns about one third of the island, and it is home to large Air Force and Navy bases. The Pentagon plans to spend close to US$10 billion to significantly bolster these facilities, with plans to move thousands of troops there and establish a Marine Corp presence. This means Congress is unlikely to support Guam going it alone.

Michael Lujan Bevacqua, who supports Guam breaking away from the United States, said a vote would only be the start of a very long battle for recognition.

“We can’t simply look at this as simply like a vote alone. It has to be part of a larger struggle,” said Mr Bevacqua. “The United States has been very clear that whatever we vote on, it is not binding to them. And so it’s really going to be up to us then to submit it to them [and] try to work with them.”

While the people of Guam are divided on whether to sever or strengthen their ties with the United States, Mr Calvo said one thing was clear: “Any status is better than the status quo – an unincorporated territory. Whether it’s statehood, free association or independence, I believe that a change will put us in control of our destiny.”

    Agreed. While she may be a landslide (my opinion only) but midterms elections are a must attend voting session also, we’ve got Scotus to think about we cannot have T nominees that’d be fatal.

    Michelle you are so right about not taking a Hilary win as the big thing. The big thing is for Hilary to win and along with her win comes the win of the Senate back.

    Without the winning of the Senate, Hilary can’t appoint the person she wants to be a member of SCOTUS.

    Without control of both Houses the republican will continue their obstructionism. They will continue selling out to the highest bidder.

    Michelle, you are so right about not taking this election lightly. Taking back the Senate is how we restore the Supreme Court.

    We’ve seen monumental decisions defend Roe v. Wade, usher in marriage equality, and uphold the Affordable Care Act. Whether granting reproductive freedom, civil liberties, or healthcare for all — it’s clear the stakes are higher than ever.

    But even as the Court hears cases affecting countless American lives — the GOP continues to hold an entire branch of government hostage. We can’t let it go ANY longer.

    For 112 days and counting, Mitch McConnell’s majority has IGNORED their constitutional duty to vote on President Obama’s nominee.

    Republicans are sabotaging the nation’s highest court to undo our progress — Rachel Maddow called it “unprecedented radicalism in American history.”

    People taking back the Senate is how we take back our democracy.

    Pay no attention to people who tell you Hilary is a shoe in. Get out there and vote for Hilary and dems in both Houses.

    Comey left DOJ in 2005 to serve as general counsel and senior vice president at defense contractor Lockheed Martin. Five years later, he joined Bridgewater Associates, a Connecticut-based investment fund, as its general counsel.

    Notice the people and organizations he worked for. He is bought and paid for by the same people who own the republican party.

    The do’s and don’ts of drinking at a bar

    My regulars walk into the bar like it’s their living room. And in a lot of ways, it is. I’ve worked in restaurants and bars for eight years, and each place had a loyal crowd who stopped by to eat or drink five or six nights a week.

    My last bar was a warmly-lit bistro with tin ceilings and leather banquettes. It had a great burger, nightly dinner specials and a seasonal cocktail menu, though my regulars usually preferred the classics: an ice cold gin martini or an Aperol spritz in the garden. Throw in a killer molten chocolate dessert, and there’s no wonder they came back night after night.

    Do these people – some of whom I see more than my friends – bother me? Actually, they make working in the service industry better. They turn “just a job” into a makeshift family. So what do my regulars know that others don’t? Here’s how to go from someone your bartender never wants to see again to someone they roll out the red carpet for.

    • Don’t say: “Surprise me.” Customers who ask for a surprise are almost never happy with the outcome. “Oh, I actually don’t like tequila/gin/whiskey…” is the most common response to a mystery drink. Your bartender is busy and doesn’t have time to imagine what you might want. They sat down and wrote a cocktail menu for this exact reason.

    • Do say: “Make me your favorite.” You still shouldn’t be too picky about what liquor you end up with. But this way, whether you know what you’re getting or not, the bartender doesn’t have to think too much about what to make you. Plus, they get to make their favorite drink. Chances are, they think they make the best version of their favorite, and they can’t wait to share it with you.

    • Don’t wave money, yell drink orders or interrupt. Your bartender has a constant to-do list in their minds. They’re making drinks, taking orders, closing tabs and doing floor service all at the same time. Don’t cut them off from talking to another person; don’t scream your order at them and walk away. You’ll get your drink.

    • Do keep your cool. One of a regular’s most important qualities is looking at the staff, knowing they’re busy and being completely content with the company of a beer and steak. No bartender wants to look over their shoulder during a rush and feel like they’re neglecting you. Hopefully, you’re a regular because you like bars and people-watching. This is your happy place.

    • Don’t act like it’s all about “me, me, me, me.” Bartenders are prepared to be two-bit therapists, but don’t go overboard. It’s really not their job to listen to hours of complaining about your job, your wife, your weight, your mistress, your boss, or your mistress who is your boss.

    • Do ask your bartender: “And what about you?” I’ve known my regulars for years. Not only do I know a lot about them, but they know a lot about me. They knew when I graduated college, when I got a new job, when I had a trip planned with my mother, when I wasn’t feeling well, when I was discouraged or inspired. Talk and listen. Talk and listen. Repeat.

    • Don’t ask your bartender to slip you a little extra. A lot of bars measure shots and even well drinks these days, and asking your bartender to make your drink stronger, with a coy wink, is not a good idea. This is their job, and managers are watching to make sure their employees follow the rules. Bars make money off liquor, so bartenders can’t pour the bar out for you just because you ask (or scream).

    • Do say: “You don’t have to get me anything.” A classy regular will never expect to get anything for free. But guess what: you probably will. I loved to take care of my regulars. Being at a bar because you love the place and the people – not because you get free stuff – will only make a bartender love you more. But be understanding if it doesn’t happen every time.

    • Don’t ask: “What time do you get off?” If you thought your bartender was hitting on you because they were being really nice the whole night, I’ve got some bad news: It’s our job to be nice. There are exceptions to this rule, but in general, leave your bartenders alone. Even though you’re out and partying, they’re at work.

    • Do understand that bartenders are professionals. A regular knows that their relationship with the staff thrives in the restaurant or bar alone. This is your refuge from the real world; don’t try to mix the two together.

    • Don’t tip a dollar per drink, especially on $15 cocktails. Craft cocktails mean your bartender isn’t just pouring a beer from a tap. They’re coming in hours before their shift to make house-made syrups and fresh-squeezed juices and prep drinks that have many ingredients and steps. Tip in a way that shows you’re enjoying your grapefruit, rosemary-infused Tom Collins, and not a Miller High Life.

    • Do tip 20 percent based on what the total check should have been. Even when half the check is taken off as a courtesy, a regular tips 20 percent based on what the total should have been. Did you save money? No. But that’s not what being a regular is about.

    • Don’t get wasted. Bartenders don’t want to cut you off. They don’t want to call the cops, break up your fights, call you a car, make sure your friends find you or deal with your slurring. It’s late, and they’re a lot more sober than you.

    • Do know when it’s time to go home. Sure, a regular can sometimes have one too many. But that’s when they get their hat and leave. Don’t worry about an Irish goodbye. If you’re a regular, your bartender knows you’ll be back.

    Guam welcomed 114,930 visitors in May — an 18.6 percent increase over May 2015. The number of arrivals is the third highest during a May in Guam tourism history, according to a release yesterday from the Guam Visitors Bureau. May 1997 still holds the record for the most arrivals with 120,046 visitors.

    Significant events helped attract more visitors to Guam during May. Daily increases were noted in the days leading up to the Pacific Asia Travel Association Annual Summit, Festival of Pacific Arts and Guam Live International Music Festival, according to the release. GVB’s Research Department calculated a 20 percent spike when compared to the same time period in 2015.

    The number of arrivals from Korea increased to 43,354 during May — a 45 percent increase over the same period in 2015. Visitor arrivals from the Philippines increased over May 2015 by 102.7 percent to 2,343, followed by arrivals from China, with an 85 percent increase over last year to 2,020.

    “We couldn’t be more proud of the milestones that were made during Tourism Month,” said Nathan Denight, president and CEO of GVB. “This is a direct result of the work to diversify and grow our visitor source markets and bring new events to the table for visitors and local residents to enjoy.”

    Summary of arrivals

    Total fiscal year-to-date arrivals achieved a 10.2 percent boost over the first eight months of fiscal 2015, while total calendar year-to-date arrivals have risen 9.7 percent.

    Japan arrivals declined slightly by 0.8 percent in May. Work continues to support the growth of the Japan market with travel agents and industry partners. The launch of the new Guam Summer Beach Fest in July and August is anticipated to aid in attracting more Japanese visitors to Guam, according to the release.

    The trouble started in June, when the Associated Press reported that Bondi “personally solicited a political contribution from Donald Trump” in 2013 — right around the time she was deciding whether or not to investigate alleged fraud at Trump University. Trump University, of course, is the controversial for-profit school owned by presumptive Republican presidential nominee Donald Trump.

    It was only four days after Bondi announced she might join an investigation into Trump University when a Trump family foundation gave $25,000 to a political group supporting Bondi’s re-election. After that money came in, Bondi said she would not pursue a lawsuit against Trump University. Two years later — one day before Florida’s crucial primary election — Bondi endorsed Trump for president.

    Bondi has so far denied impropriety, calling the AP’s story “false and misleading.” But the situation is not going away, and calls to investigate Bondi over the donation are piling up.

    It was another historic month for tourism, as May saw over 114,000 visitor arrivals, making it the third best May in Guam’s tourism history. Guam Visitors Bureau general manager Nate Denight said, “This is really due to the events we had. On May 18 we had FestPac, but we also had Guam Live, Cocos Crossing and the PATA Annual Summit, so May is historically one of the slowest months of the year, but by positioning our signature events in May we can really drive arrivals during that time.”

    He said Guam is seeing tremendous growth in Korea visitor arrivals which are up by 45%, as well as both China and the Philippines, which are up over 100%.

    Beginning next month GVB will also launch the Guam Summer Beach Festival in an effort to boost arrivals from the struggling Japan visitor market. The festival begins July 16 and will bring local and international entertainment, food, and vendors to Ypao Beach every weekend throughout August 28.
